Tabligh (conveying the Message, or inviting people to Islam) is a religious duty for Muslims that must be carried out. Indeed, every Muslim has a responsibility to tell the truths he/she knows to others. But this must be done “wisely” and “with fine admonition” so as to reach the goal. In order to invite the people to Islam “wisely” the inviter must be well-equipped, and know all the things that needs to be known about the candidate. Because it is impossible for every Muslim to meet equally the requirements of tabligh, it is acknowledged that the responsibility on the shoulders of the Ummah is discharged if a sufficient number of the community or a special group among those who professionalized in inviting people to Islam undertake the duty of “enjojing right conduct and forbidding indecency.” This duty might be regarded as fard’al-kifayah i.e. duty of the sufficiency, but if no one fulfills this obligation, then the whole community is considered as collectively sinned.
For that reason, the goal of removing the obstacles that suppress the hearts and minds of people should be given the first priority when we invite them to Islam. And it is not only a requirement of tabligh but also that of “jihad” which is performed for the very aim of removing such kind of obstacles set in front of the people by those that do not allow the inviters to convey the Message of Islam to the people, so that they can hear it loud and clear.
There is no doubt that the “philosophy” in classical period and the “modernity” in comtemporary age are among those obstacles suppressing the hearts and minds of people. Both made Muslims be doubtful - to some extent - about the fact that Islam represents the Ultimate Truth and caused many to go astray. So, it is the duty of Muslims, or especially of the Ulama to remove such kinds of suspicions. Nonetheless performing this duty requires not only to be competent on Islamic sciences but also having good knowledge of the arguments and theses of the rival ideologies and thereby giving a competent reply to them.
“Systematization of the Thought” is the easiest way of achieving goals that we intent to reach via “jihad” and “tabligh.” Today Muslim groups and communions usually carry out a limited-coverage or narrow-scoped “recruitment” activities. They give preference to convince some particular persons to join their organizations working as a closed circuit system by using persuasion tactics. But they have not been able to reach their big goals i.e. that of transforming the society or of establishing an Islamic state by using this method. Indeed, this is typically a vain effort of “killing mosquitoes one by one instead of draining the marsh.” The idea of “systematization of thought” can, on the other hand, fairly be defined “an endeavor to drain the marsh.” This is because modernity confuse the people one way or another in just the same way as the polluted air affects all the people in a negative way. If someone or some body manage to remove this effect of modernity, then people will be able to breathe “clean air” and can make “healthy” choices.
Besides, Islam is, above all, a call to the Truth. Seizing political power is subordinate to this. Moreover, Islam seeks power in order to convey the Truth to the people. So, settling account with rival ideologies claiming to be the Ultimate Truth is the principal purpose of Islam. One can observe many example of this in Qoran. Most of the criticisms directed to Disbelievers, Jews and Christians in the verses of Qoran is about their arguments relating to the claim that they alone carry the banner of the Ultimate Truth. Therefore, responding competently to all these claims, including that of modernity, is an indispensable requirement of our assertion that the Ultimate Truth is represented by Islam alone.
